MOBILE SCAN SDK – Our Solution Featured in blaulicht Magazine

Published: December 9, 2025
The latest issue of blaulicht magazine 06/2025 features an in-depth look at OVD Kinegram’s MOBILE SCAN SDK solution. The article explores how MOBILE SCAN SDK supports police work in the field by enabling officers to quickly and securely capture a wide variety of identifiers, such as the machine-readable zones (MRZs) of passports or ID cards, but also vehicle license plates, or secure 2D barcodes – with just one single app and in full compliance with data protection regulations. The solution is seamlessly integrated into a Swiss police app and is used by thousands of officers every day.
The Swiss blaulicht trade magazine is a leading publication for police forces, public safety, law enforcement, and security. In German, French, and Italian, it provides information on current topics and developments in relevant fields, such as new technologies or innovative tools for law enforcement. The magazine is primarily aimed at executives and decision makers in authorities and organizations from the law enforcement and security sectors.
Police officers regularly need to verify a wide variety of identifiers: passports, ID cards, residence or driver’s permits, but also vehicle license plates or 2D barcodes that are used on diverse documents, such as identity credentials, boarding passes, or freight containers. Many of Switzerland’s cantons conduct over 10,000 identity and vehicle checks annually, making it evident that manual data capture and verification not only risks errors, but also consumes a considerable amount of time and slows down operations.
MOBILE SCAN SDK was chosen as a solution for Swiss police forces to address this challenge. It consolidates all scanning and data capturing tasks into one single, highly reliable application. The solution rapidly scans a broad range of identifiers and works in full compliance with strict data protection regulations. It is integrated into the Swiss police app, “so seamlessly that most users believe the scanner is a built-in feature of MACS”, explains Valérie Gallinet, Head of Forensic Science at the Criminal Investigation Department of the Canton of Aargau; and used daily by officers across the country.
Designed for intuitive use, the app transforms duty phones into a powerful multi-purpose scanner that works both online and offline, and without requiring additional hardware. MOBILE SCAN SDK reads and extracts data from MRZs on passports, residence permits, or driver’s licenses, whether in ICAO-compliant or special formats. Intelligent object recognition also serves to automatically capture vehicle license plates from Switzerland, the EU and the UK. “The tool is highly precise”, says Christian Siri, ICT Quality & Problem Manager at the Zurich City Police. “With dual focus, it can even read the license plate of a vehicle driving ahead – at minimal error rates.”
MOBILE SCAN SDK also features extensive barcode capabilities, supporting diverse formats including DataMatrix, Aztec, QR, Code 128, and PDF417. In addition, it reads and verifies cryptographically protected and ICAO-recommended Visible Digital Seals (VDS), ensuring the authenticity of the digital signature and returning the extracted data to the main app. Across its processes and capabilities, the solution is compliant with all relevant security, data protection, and privacy standards, such as ICAO Doc 9303 or ISO 18013. It does not store any images or videos and does not transmit data beyond the return to the main app.
As industry representatives and politicians in Switzerland are calling for the addition of better security features to Swiss vehicle license plates, OVD Kinegram stands ready with a solution capable to scan and verify them securely. MOBILE SCAN SDK sets new standards for reliability, convenience, and security in data capture and police work, and is continuously expanded and optimized. The article concludes by revealing that the solution will soon be able to scan a new ICAO-compliant data format.
