–– Challenge
Municipal specialist applications for traffic-related administrative offenses are intended to support field staff in the fast recording of traffic-related administrative offenses on site, meet statutory requirements in administrative fine proceedings, ensure data quality and at the same time be seamlessly integrable into existing administrative processes.
OWIGWARE designed VOIS | OWI.Verkehr as a comprehensive specialist application that covers central process steps for the management of traffic-related administrative offenses: from capture through investigation and administrative fine proceedings, follow-ups, offense catalogs and interfaces, through to enforcement, reminder procedures and handover to public prosecutors’ offices.
The associated VOIS | OWI.Mobil app solution strengthens mobile data capture in the field. One of its most important components is the fast and precise capture of vehicle license plates in order to document parking violations. Without this app for scanning license plates, parking violations would have to be documented and transmitted manually by municipal field staff, in order to subsequently enable central capture and further measures by the back office. This can lead to recurring problems, from error-prone manual work and more laborious internal processing through to lost revenue if, due to time and resource constraints, not all vehicles parked in violation of regulations can be recorded.
In the course of consolidating its own product landscape, OWIGWARE wanted to reposition the VOIS | OWI.Mobil app, because the license plate capture software used until then – partly developed in-house, partly purchased, and available in various expansion stages – no longer matched its future ambition: a scalable, legally compliant and high-performance solution for a broader customer base that can be seamlessly integrated into the existing app and offers comprehensive data capture capabilities.
OWIGWARE therefore looked for a fully developed, SDK-based scan or capture solution that had to meet the following criteria in particular:
After intensive market research and comparing different providers, OWIGWARE decided in favor of the MOBILE SCAN SDK from kinegram.digital.
OWIGWARE GmbH is an IT provider operating throughout Germany in the municipal sector and a member of VOIS e.V., an initiative for the coordinated further development of digital administration solutions. Together with other providers, OWIGWARE makes its products available as part of the VOIS platform (“Verwalten, Organisieren, Integrieren, Systematisieren” – Managing, Organizing, Integrating, Systematizing). This modular software landscape for municipal administrations and citizens’ offices covers more than half of the German municipal market and combines different administrative services in a single central software environment.
With VOIS | OWI.Verkehr (Traffic) and VOIS | OWI.Allgemein (General), OWIGWARE offers a comprehensive solution for the capture and processing of administrative offenses by municipalities, public order offices and administrative fine authorities. The VOIS | OWI.Mobil app is the corresponding solution for, among other things, mobile license plate capture on site by field staff.
–– Solution
With the MOBILE SCAN SDK from kinegram.digital, OWIGWARE found a high-performance component for automatic license plate capture that not only reliably met all requirements, but also offers potential for flexible, future-proof adaptations and extensions.
The MOBILE SCAN SDK was integrated into the VOIS | OWI.Mobil app and allows municipal field staff to read and capture vehicle license plates on mobile devices within seconds. The captured data is made available directly and without media breaks for further processing of the underlying traffic-related administrative offenses. As a result, administrative offense proceedings become more digital, more efficient and less prone to errors.
For OWIGWARE, it was particularly important that the solution integrate seamlessly into its existing specialist application and the ongoing digitalization in the municipal sector in order to make complex administrative processes more uniform and more efficient.

Compliance of the overarching app: With the MOBILE SCAN SDK, OWIGWARE was able to ensure that the VOIS | OWI.Mobil app complies with all regulatory requirements and the highest level of data protection.
Offline capability for field personnel: The MOBILE SCAN SDK supports mobile municipal license plate capture even where network coverage is not reliably available, for example in underground parking garages or in rural areas.
Predictable costs for OWIGWARE and its customers: The pricing model offered by kinegram.digital enabled predictable costs. This was important because many municipalities cannot estimate scan volumes in advance.
.NET availability for easier integration: kinegram.digital provided the MOBILE SCAN SDK in .NET, which significantly reduced integration effort and directly contributed to the platform-independent architecture of the VOIS | OWI.Mobil app.
Throughout the entire evaluation and integration process, OWIGWARE benefited from kinegram.digital’s experience in automatic mobile data capture, document recognition and security-oriented scan technology.
–– Results
With the integration of the MOBILE SCAN SDK, OWIGWARE was able to specifically improve mobile data capture in the VOIS | OWI.Mobil specialist application for its customers. Automated license plate recognition supports municipal field personnel with fast license plate scanning on site and substantially reduces manual effort.
From OWIGWARE’s perspective, the integration proceeded smoothly, and the collaboration became well established very quickly. A trust-based technical exchange ensures the continuous optimization of the MOBILE SCAN SDK solution in order to meet customer requirements such as the automatic parsing and segmenting of captured license plate data.
The MOBILE SCAN SDK already runs on more than 100 devices. New customers of the VOIS platform automatically receive the VOIS | OWI.Mobil app with MOBILE SCAN SDK, while the application is gradually rolled out to existing customers. In the future, at least 1,000 devices in German municipalities will be equipped with MOBILE SCAN SDK as a license plate capture solution.
For municipalities and administrative fine authorities, this means a purpose-built digital workflow that begins as early as the detection of a traffic-related administrative offense with the fast capture and transfer of license plate data, and continues in the subsequent specialist application.
In a broader sense, MOBILE SCAN SDK thereby also supports central goals of digital administration: standardized and more efficient processes, data security and data quality, and optimal support for staff in the field and back office.

–– Outlook
The collaboration between OWIGWARE and kinegram.digital shows how specialized scan technology specifically supports the digitalization and simplification of public administration processes.
With VOIS | OWI.Verkehr, OWIGWARE pursues an integrated approach: it should be possible to digitally capture administrative offenses and process them fully and in a legally sound manner – from mobile data capture through to enforcement or handover to responsible authorities. The MOBILE SCAN SDK from kinegram.digital supplements this approach with a high-performance component for automatic license plate capture.
At the same time, MOBILE SCAN SDK opens up further use cases for data capture. The solution is equally capable of scanning MRZ data (machine-readable zone) from identity cards, passports or driver’s licenses. This function is intended to become available with one of the next releases of the VOIS | OWI.Mobil app and support municipal field staff in capturing personal data quickly and smoothly on site.
In addition, OWIGWARE sees potential for further digital functionalities, especially for major customers and large cities whose staff perform tasks in the field of public safety and order. Here, the MOBILE CHIP SDK, as a supplementary solution in combination with the MOBILE SCAN SDK, would offer the possibility not only to capture data from identity documents, but also to reliably verify the authenticity of documents and thereby establish people’s identities beyond doubt.
For OWIGWARE, this is part of the larger digitalization effort of municipal field and back-office services in Germany: while many existing digital administrative processes are currently geared toward internal workflows or citizen portals, mobile deployment on site is another area that benefits from further practice-oriented, robust and scalable digital solutions.
As part of the VOIS platform, OWIGWARE has created a solid basis for these endeavors and continues to advance efficient digitalization for public administration and municipalities.
